Women’s sports, as one of the indicators of social and cultural development in societies, face profound cultural and social challenges in many regions. East Azerbaijan province is no exception to this rule due to its traditional structures and conservative attitudes. The aim of this research is to present a model for enhancing the cultural and social foundations of women’s sports in this province. This study was conducted using a qualitative approach and thematic analysis. Participants included 20 individuals consisting of experts, coaches, female athletes, and managers in the field of women’s sports, selected through purposive sampling. Data were collected through semi-structured interviews and analyzed using the steps of Braun and Clarke’s thematic analysis, which included familiarization with the data, extracting initial codes, identifying themes, reviewing, naming, and defining themes. The findings revealed that four main categories hinder the development of women’s sports in the province: cultural barriers (such as gender stereotypes and traditional norms), social barriers (like lack of family and social support), structural barriers (including insufficient appropriate sports facilities and inadequate financial resources), and media barriers (such as weak media coverage of women’s sports). Accordingly, a model based on cultural education, infrastructure development, strengthening the role of media, and engaging local institutions was proposed. This model can serve as a foundation for future policymaking and planning aimed at empowering women and promoting gender equity in the field of sports.
