چشم‌انداز نوین سیاست‌گذاری در ورزش قهرمانی ایران: از دولتی‌محوری به خصوصی‌گرایی در طراحی مدل توسعه‌ای

چکیده

ورزش قهرمانی یکی از مؤلفه‌های اثرگذار بر هویت و برند ملی کشورها به‌شمار میرود و ارتقاء آن نیازمند رویکردی جامع، نظاممند و فرابخشی است. پژوهش حاضر با هدف ارائه چشم‌اندازی نوین در سیاست‌گذاری ورزش قهرمانی ایران، به بررسی گذار از رویکرد دولتی‎محور به الگوی خصوصی‌گرایی در طراحی مدل توسعه‎ای پرداخته است. این مطالعه با رویکرد کیفی و بهره‌گیری از نظریه داده‌بنیاد به شیوه نظاممند استراوس و کوربین (2008) انجام شده و اطلاعات آن از طریق مصاحبه‌های نیمه‌ساختاریافته با 18 نفر از خبرگان منتخب حوزه ورزش گردآوری گردید. تحلیل داده‌ها منجر به استخراج سه مقوله محوری شامل: «حضور پایدار بخش خصوصی»، «اهداف ورزش قهرمانی» و «روند ایدهآل خصوصی‌سازی» گردید. همچنین 6 مقوله علی (الزامات ملی و بین‌المللی، اقتصاد ملی و ورزشی، واگذاری نقش دولت، موفقیت‌های بین‌المللی، توسعه کلان ورزش و اصلاح مقررات)، 6 مقوله مداخله‌گر (نفوذهای سیاسی، امنیت سرمایه، تفکر خصوصی‌گرا، بوروکراسی، کیفیت خدمات و محدودیت‌های زمانی) و 7 مقوله زمینه‌ای (حمایت‌های اولیه، زیرساخت‌ها، مالکیت فکری، اسناد بالادستی، مدیریت سیستمی و ارزیابی) شناسایی شدند. راهبردهایی چون تقویت دیپلماسی ورزشی، کارآفرینی، مشارکت هواداری، توانمندسازی فناورانه و طراحی مدل بهینه، از جمله مسیرهای تحول‌آفرین پیشنهادشده هستند. در نهایت، پیامدهایی نظیر شکوفایی برند ملی، خودکفایی اقتصادی، توسعه فناوری و اصلاح ساختار ورزش قهرمانی مورد انتظار است. این نتایج می‌تواند برای سیاست‌گذاران و متولیان امر علی الخصوص وزارت ورزش و جوانان راهگشا باشد.

Championship sports play a crucial role in shaping national identity and enhancing a country’s global brand. Advancing this sector requires an integrated, strategic, and multi-sectoral approach. This study aimed to provide a novel perspective on policymaking in Iran’s championship sports by exploring a shift from a state-centric model toward privatization in developmental design. Adopting a qualitative methodology, the research was conducted using the grounded theory approach based on Strauss and Corbin’s (2008) systematic method. Data were collected through semi-structured interviews with 18 selected experts in the field. The analysis revealed three core categories: "sustainable private sector involvement," "championship sport objectives," and "ideal privatization process." Additionally, six causal categories (national and international requirements, economic development, government role transition, international achievements, macro-level sport development, and regulatory reform), six intervening conditions (political influence, investment security, privatization mindset, bureaucracy, service quality, and time constraints), and seven contextual conditions (initial support, infrastructure, intellectual property, upstream documents, systemic management, change management, and evaluation) were identified. Strategic recommendations include strengthening sports diplomacy, promoting entrepreneurship, enhancing public engagement, empowering through technology, and designing optimal models. Anticipated outcomes comprise national brand development, economic self-sufficiency, sports tourism, technology advancement, and structural reforms in championship sports. These findings provide practical insights for policymakers and the Ministry of Sport and Youth Affairs to facilitate this transformative process.
